House Passes Bill to End Discriminatory Payments for Mental Health Services
June 27, 2008 — The US House of Representatives passed Bill HR6331, which reduces the 50% coinsurance that patients pay for outpatient mental health services to the same 20% copayment charged for all other Medicare Part B services.
The bill was passed on June 25 by a vote of 355 to 59.
"The House showed great foresight in taking steps to finally end 40 years of discrimination against patients just because they need mental health treatments," said Nada Stotland, MD, president of the American Psychiatric Association (APA), in a press release. "It is unconscionable to require the elderly and disabled to pay half the cost of their mental healthcare out of pocket. This change makes social and economic sense. The APA will continue to advocate for this legislation until it becomes law."
In addition, the bill blocks a 10.6% cut in payments to physicians and other health professionals through 2009.
"The bill also requires [Medicare Part D coverage] for effective and commonly used medications (benzodiazepines and barbiturates) and will help ensure that medically vulnerable patients — including psychiatric patients — will have access to the medications they need for their treatment," Dr. Stotland told Medscape Psychiatry.
The legislation also includes language to codify the "all or substantially all" policy (currently a regulatory guideline to ensure that Part D drug plans cover all or substantially all of the medications within certain classes such as antipsychotics, antidepressants, anticonvulsants, and antivirals).
The next step, said Dr. Stotland, is for the Senate to take up the House-passed Medicare bill HR6331. Shortly after the House passed the bill, Senate Republicans blocked consideration of the bill under unanimous consent. To proceed, the Democrats will file a motion to cut off debate and bring the bill up for a vote, which will most likely happen in a few days. If the bill is approved, it will go to the president to be signed, where it is unclear whether he would veto it. Based on the margin of victory in the House, the bill is veto-proof in that chamber, and it appears that there will be 67 Senators who are prepared to vote for the bill, the number needed to make the bill veto-proof in the Senate, she added.

AUTISM SPEAKS NAMES NINE NEW MEMBERS TO
SCIENTIFIC ADVISORY COMMITTEE
NEW YORK, NY (June 18, 2008) -- Autism Speaks, the nation's largest
organization dedicated to funding and facilitating autism research, announced today that it has named nine new members to its Scientific
Advisory Committee (SAC), a group of scientific and medical experts who
will help shape Autism Speaks' strategic plan for science and research
priorities.
In 2007, Autism Speaks awarded more than $30 million in science grants
to fund research into the causes, prevention and treatments for autism.
The organization will be announcing the latest round of research grants
in the treatment and basic/clinical categories in the coming weeks.
The new members of the Autism Speaks' SAC are:
Geraldine Dawson, Ph.D., is the Chair of the SAC and the Chief Science
Officer of Autism Speaks. She is currently on the faculty in the
Department of Psychiatry at University of North Carolina at Chapel Hill.
Prior to joining Autism Speaks, Dr. Dawson served as Founding Director
of the University of Washington Autism Center, an NIH Autism Center of
Excellence.
Martha Herbert, M.D., Ph.D., is Assistant Professor of Neurology at
Harvard Medical School and is a Pediatric Neurologist at Massachusetts
General Hospital. She is also Director of the TRANSCEND (Treatment
Research and Neuroscience Evaluation of Neurodevelopmental Disorders)
Research Program.
Craig Newschaffer, Ph.D., is Professor and Chairman of the Department of
Epidemiology and Biostatistics at Drexel University School of Public
Health. Dr. Newschaffer's research focuses on monitoring the prevalence
of autism spectrum disorders, and also how particular genes might
interact with environmental exposures to increase the risk of autism. He
recently began working with Peking University to study autism in China.
Dr. Newschaffer is the father of a child with an autism spectrum
disorder (ASD).
Martin Raff, M.D., is Professor at the Medical Research Council
Laboratory for Molecular Cell Biology and Cell Biology Unit and in the
Biology Department at University College London. A world-renowned
researcher of immunology, cell biology, and developmental neurobiology,
Dr. Raff is the grandfather of a child with an ASD.
Glenn Rall, Ph.D., is Associate Professor, Division of Basic Science,
University of Pennsylvania School of Medicine. Dr. Rall is
internationally recognized for his studies of viral infection of the
central nervous system.
Steve Scherer, Ph.D., is Senior Scientist in the Department Genetics and
Genomic Biology at SickKids Hospital, and Associate Professor,
Department of Molecular and Medical Genetics, University of Toronto in
Canada.
Ezra S. Susser, M.D., Dr. P.H., is Chair, Department of Epidemiology and
Professor of Psychiatry, College of Physicians and Surgeons and
Co-Director, Statistics and Epidemiology, HIV Center for Clinical and
Behavior Studies (NYSPI) at Columbia University. His research focuses on
the epidemiology of mental disorders and examines the role of early life
experiences.
Roberto Tuchman, M.D., is the Founder of the Miami Children's Hospital
Dan Marino Center and Director of the Dan Marino ChildNETT
(Neurodevelopmental Evaluation and Treatment Teams). He is a Clinical
Assistant Professor of Neurology at the University of Miami School of
Medicine and is Clinical Professor of Pediatrics at Nova Southeastern
University.
Stephen T. Warren, Ph.D., is Chair of the Department of Human Genetics
at Emory University. Dr. Warren was instrumental in the discovery of the
fragile X gene in 1991, and his research into fragile X continues today.
Dr. Warren is a Diplomat of the American Board of Medical Genetics with
subspecialty certification in both clinical cytogenetics and clinical
molecular genetics.

Neurological Institute in Houston Texas; Joseph Coyle, M.D., McLean
Hospital, Harvard Medical School; Daniel Geschwind, M.D., Ph.D., David

Health; and Eric London, M.D., Director of Autism Treatment Research at
the New York State Institute for Basic Research in Developmental
Disabilities and director of the newly created New York State Autism
Consortium. He is also the co-founder of the National Alliance for
Autism Research, which merged with Autism Speaks in 2006.

THE RECREATION TEAM
The Recreation Team offers weekend trips for high functioning developmentally disabled children ages 16+. The program is year round and meets at trip locations throughout Westchester. Members are required to pay activities fees depending on the different trips they attend. There is also a summer travel program designed to introduce individuals to traveling and life skills. There is a schedule mailed out every 2 months filled with activities and trips, to obtain this schedule call the number below.
We still have room for such events as Billy Joel concert, 4th of July trip & trip to California. We also have scholarships (reimbursement) for those in economic need residing in Westchester at home with their families.

Autism Through the Life Span II
The program features two tracks that give illuminating, forward-thinking perspectives on how we perceive autism in our culture and how we face important questions and decisions in supporting individuals with autism. The Center for Discovery is a residential center in upstate New York dedicated to serving children and adults with severe disabilities, including autism spectrum disorders. Based on the premise that given the right environment everyone can succeed, the center provides innovative clinical, medical, and educational opportunities to enrich the lives of individuals and their families.
